I as directed by the Secretary of State for
India to refer to your letter of the 26th March,
No.71265/1265/10, with which was enclosed a copy of a
despatok from His kajesty's Minister at Peking, dated
the 4th February, regarding an enquiry made by Sir Skinner Turner la respect of the pavers existing in
India for dealing with seditious Chinese there.

The Beeretary of State is not altogether olear
as to the intention of the enquiry. As regards seditious
activitias directed against the British Government he is
advised that in British Indís a Chinaman, like anyone
else, may be prosecuted for sedition as defined in the
Indian Penal Code (see section 1244, oup) enclosed) or
for promoting enmity between different classes of lida
Majesty's subjects (section 153A of the Code, copy
enclosed). He may also be required, under Chapter
VIII of the Code of Criminal Procedure, to give security
for good behaviour if he is deemed likely to disturb the
public tranquility or disseminates any matter the
publication of which is punishable under the above-quated
sections of the Penal jede,
